Hi,
if i want to create a policy with scope then i need to create a parent policy and then i can add all the scoped policies , is it possible to create a scoped policy without a parent policy??

No, if you create a scoped policy then <https://docs.cerbos.dev/cerbos/latest/policies/scoped_policies#_working_with_scoped_policies|all of its ancestors must exist>.
